On the morning of April 8th, the mobilization meeting for commencing key projects construction in the second quarter of 2024 was held in Fuyang. Liu Yujie, Secretary of Fuyang Municipal Committee of the CPC, announced the commencement, and Hu Mingwen, Deputy Secretary of Fuyang Municipal Committee of the CPC and Mayor of Fuyang, delivered a speech. Attendees are municipal leaders, including Hu Mingying, Li Zhiwei, Li Jun, Zhang Shaowei, Wang Bo, Lv Guoping, Zhang Junjie, Shao Bing, Zheng Jiukun, Yu Jianbin, Liu Yujian, and Wu Kaiyi, as well as Sun Cunkun, Secretary-General of Fuyang Municipal Government. Deputy Mayor Chen Dong presided over the meeting.

There are 82 key projects to start construction in this round, with a total investment of 33.94 billion yuan and an annual planned investment of 11.76 billion yuan. Among them, there are 51 industrial projects with a total investment of 22.88 billion yuan and an annual planned investment of 6.61 billion yuan, 14 infrastructure projects with a total investment of 6.34 billion yuan and an annual planned investment of 2.78 billion yuan, and 17 livelihood projects with a total investment of 4.72 billion yuan and an annual planned investment of 2.37 billion yuan. Before the mobilization meeting, Liu Yujie, Hu Mingwen, and other leaders read display boards and listened carefully to the briefing of related departments on the commencement of key projects in the second quarter of this year, and gave clear instructions on project management. Liu Yujie emphasized that as projects are the “lifeline” of economic work, it is crucial to bring projects, especially the major ones under supervision. To do so, he advocated strict adherence to systematic planning, simultaneous implementation, completion in time, and the improvement of project planning and construction speed, and better incentives that “attract investment and talents”. Thus physical works in major projects can be sped up so as to provide strong support for high-quality development, he concluded.

At the mobilization meeting, Hu Mingwen congratulated on the commencement of project construction and extended cordial greetings to the construction workers on behalf of the Municipal Committee of the CPC and the Municipal Government. He said that completing key projects is seizing development opportunity, and attracting investment is grasping the future. Since the beginning of this year, the whole city works hard to thoroughly implement decisions and arrangements of the central government on project investment and meet the relevant requirements made by Anhui and Fuyang. Tasks on projects, investment and development are earnestly carried out to ensure the completion of project construction in a safer, better and more efficient way. He stated that related construction units shall make full use of the current golden period of construction. The units should go all out to complete the projects against the schedule while with construction safety and quality guaranteed, so that these newly-constructed factories can be put into use and production as soon as possible.

Hu Mingwen instructed that taking this commencement as an opportunity, we should cultivate new quality productive forces and shape new advantages in development by improving the quality of investment and project work as a key measure. He stated that it is vital to strengthen project whole life cycle management, seize policy opportunities such as the central government budget for investment, ultra-long-term special bonds, large-scale equipment renewal, and trade-ins of consumer goods, so as to effectively broaden financing channels, and “increase the total investment, introduce new projects, and improve development quality”. Service and productive factors should be first allocated to projects. The “front line+closed-loop” working method should be practised, key projects support mechanisms such as “Saturday Consultation” and “Help and Assist Service” improved, in order to facilitate project construction and create a favorable business environment in Fuyang.
